Debian: Add Build-Depends on python

Python is needed in order to run the following tests:

interface-reconfigure

579: non-VLAN, non-bond                              ok
580: VLAN, non-bond                                  ok
581: Bond, non-VLAN                                  ok
582: VLAN on bond                                    ok
