Add the ability to enable bridge compatibility mode through BRCOMPAT
variable in /etc/sysconfig/openvswitch for the rhel build. When
BRCOMPAT is set to 'yes' the brcompat_mod will be loaded and
ovs-brcompatd daemon will be started.
