strsignal: work around NetBSD bug

* m4/strsignal.m4 (gl_FUNC_STRSIGNAL): Also check in <unistd.h>.
* lib/string.in.h (includes): Likewise.
* doc/posix-functions/strsignal.texi (strsignal): Document the
bug.
