Fix memmem test for mingw.

* modules/memmem-tests (configure.ac): Check for alarm.
* tests/test-memmem.c (main): Avoid alarm on platforms that lack
it.
* doc/functions/memmem.texi: New file.
* doc/gnulib.texi (Function Substitutes): Add memmem.
