mbsrtowcs: Work around bug on native Windows.

* m4/mbsrtowcs.m4 (gl_MBSRTOWCS_WORKS): Require gt_LOCALE_FR. Test
against mingw bug.
* doc/posix-functions/mbsrtowcs.texi: Document mingw bug.
