mbrtowc: Work around native Windows bug.

* m4/mbrtowc.m4 (gl_MBRTOWC_RETVAL): Detect native Windows bug. Use the
guess when no suitable locale for testing was found.
* doc/posix-functions/mbrtowc.texi: Mention the native Windows bug.
