bootstrap: use glibtoolize on MacOS

* build-aux/bootstrap (check_versions): Convert libtool into
libtoolize.
(tool search): Move libtool check earlier, and look for
glibtoolize for MacOS.
(gnulib_tool_options): Auto-add --libtool when appropriate.
