wctype: Move AC_LIBOBJ invocations to module description.

* m4/wctype.m4 (gl_FUNC_WCTYPE): Set HAVE_WCTYPE. Move AC_LIBOBJ
invocation from here...
* modules/wctype (configure.ac): ... to here.
(Depends-on): Update conditions.
