test-canonicalize: consolidate into single C program

* tests/test-canonicalize.sh: Delete; move setup into...
* tests/test-canonicalize.c (main): ...the program, making it
easier to run in debugger.  Add some tests.
* modules/canonicalize-tests (Files): Remove unused file.
(Depends-on): Add progname.
(configure.ac, Makefile.am): Simplify.
