configure: With -Werror, add -Wno-error=deprecated-declarations.

The PSPP code for GTK+3 still uses several deprecated interfaces, so
using -Werror without -Wno-error=deprecated-declarations prevents the tree
from compiling.

I hope that this is a temporary measure.
