maint.mk: fix VC_LIST_EXCEPT for srcdir != builddir

* top/maint.mk (VC_LIST_EXCEPT): Preprocess the output of
$(VC_LIST) to remove a prefix of '$(srcdir)/', so that it works
from a non-srcdir build.
