Add ISO-8859-3, BIG5HKSCS, GB18030, JOHAB, VISCII,
CP874, CP949, CP950, CP1250, CP1253, CP1254, CP1255, CP1256, CP1257
to the list of canonical encodings. Rename EUC-CN to GB2312.
