fpurge: don't wrap working cygwin implementation

* lib/fpurge.c (fpurge): Fix comment typo.
* modules/fpurge (Makefile.am): Make replacement conditional,
partially reverting 2007-04-29 change.
* tests/test-fpurge.c (main): Enhance test.
