maint.mk: add three prohibit-header-without-use rules

Prohibit use of cloexec.h, posixver.h, same.h without use.
* top/maint.mk (sc_prohibit_cloexec_without_use): New rule.
(sc_prohibit_posixver_without_use): Likewise.
(sc_prohibit_same_without_use): Likewise.
